On August 8, 2025, Zhu Qiren, Deputy Director of the Organization Department of the Wenzhou Municipal Committee and Full-time Deputy Director of the Municipal Talent Office, led a research team to visit Zhejiang Boteli Technology Co., Ltd. The visit aimed to conduct a special investigation on the attraction and cultivation of high-level talents and the development needs of the enterprise. Huang Congce, General Manager of the company, along with the core management team, warmly received the delegation. Both sides engaged in in-depth discussions on topics such as talent team building, technological innovation, and policy support. This exchange laid a solid foundation for government-enterprise collaboration to address talent-related challenges and promote high-quality development.

The research team first visited the digital exhibition hall of Boteli Technology, where they gained a detailed understanding of the company’s development history, core products, and technological achievements. General Manager Huang Congce highlighted several industry-leading valve products, showcasing the company's innovative breakthroughs in demanding working conditions and the new energy sector, including the forced-seal ball valve (track ball valve), quick-change spectacle blind valve, metal-seal cryogenic butterfly valve, and liquid helium valves. Deputy Director Zhu Qiren spoke highly of the company's technological accomplishments, emphasizing that technological innovation serves as the core engine for driving high-quality corporate development.

Following that, a symposium was held where General Manager Huang Congce delivered a special report titled "Report on the Attraction, Cultivation, and Demand for High-Level Talent" to the research team. In his presentation, Huang Congce systematically elaborated on Boteli Technology's practices and achievements in "attracting, cultivating, and retaining talent." At the same time, he also highlighted the talent-related challenges currently faced by the company, including the shortage of high-end R&D talent, the scarcity of cross-disciplinary composite talent, and the need to optimize the implementation and integration of talent policies, among other core issues.  

In response to the company's needs, Deputy Director Zhu Qiren and the research team provided on-site, targeted policy guidance. He emphasized that the Municipal Party Committee Organization Department and the Talent Office would focus on the actual needs of Boteli Technology. Deputy Director Zhu Qiren stated that the Municipal Party Committee Organization Department would serve as a "talent steward," helping Boteli Technology build a "talent magnet" to attract more high-level talent to settle in Wenzhou and contribute to the enterprise.

General Manager Huang Congce expressed his gratitude for the guidance and support provided by the research team. He stated that the company would take this research visit as an opportunity to further increase investment in research and development as well as talent, deepen collaborative innovation with the government and universities, and make every effort to overcome "bottleneck" technological challenges.
